The word appears in the public remarks and carries no legal weight. Sometimes it means a completion date already set on the seller's next purchase, sometimes a home that has sat through two price reductions in a slow month, and sometimes an agent simply wrote it. Ask your own agent to view the listing history and find out how long the property has been listed, whether it was withdrawn and relisted under a new number, and what the original asking price was. A house relisted twice in British Columbia is telling you something the word motivate never will.
Before you write, get the title search, the property tax notice and, in a strata, the minutes and depreciation report. A genuinely motivated seller usually has a date to meet, and that is worth more to you than a discount you cannot verify. A home priced below the rest of the block can also carry a reason: an unpermitted addition, a building envelope repair coming, oil tank contamination on an older Vancouver lot, or a bath and kitchen renovation done without permits. Have your inspector look hard, and keep your subjects rather than trading them away for a price you have not confirmed is a bargain.
Price is only one lever. A completion date that matches the seller's move, a shorter subject period, a larger deposit or a rent-back after closing can each be worth more than dollars to someone under time pressure, and they cost you less than an aggressive offer that gets countered. Ask your agent what the sale needs to look like from the other side, then structure around it. Across BC and elsewhere in Canada the real estate deals that close cleanly are usually the ones where the buyer solved a problem rather than only pushing on the number.
